The Treasury should allocate revenue to health sector institutions according to their roles and responsibilities, the ANC said in a discussion document released on Monday.
“A portion of the general tax revenue should be given to the national department of health to fund their responsibilities,” it said in its document on health.
All the revenue collection for the National Health Insurance (NHI) should be undertaken by the SA Revenue Service and dedicated NHI tax revenue should be transferred to the National Health Insurance Fund (NHIF).
The NHIF should have management autonomy, but would need mechanisms for governance and accountability and would report to the minister of health.
The main responsibility of the NHIF would be to pool funds and purchase health services.
The ANC said a price determination committee, including technical experts, was also required.
The function of this committee would be to advise the NHIF on the payment rates for accredited providers, and not to influence the prices charged by private providers who chose not to provide services to the NHI.
In the document, the ANC said an accreditation office was required to accredit facilities from which the NHIF purchased.
“Accreditation should be based on ability to provide services appropriate to quality and should take account of geographic service supply criteria.
“This office should also accredit major items of equipment.”
The ANC said the government should make health services and central hospitals the responsibility of central government.
